AN ADDRESS BY MR. SAM GARBA FORMER ADMNISTRATOR OF THE GETFund AND SPECIAL GUEST OF HONOUR AT THE 40TH ANNIVERSARY SPEECH AND PRIZE-GIVING DAY OF JUABEN SENIOR HIGH SCHOOL ON SATURDAY 13TH OCTOBER, 2012 AT JUABEN, ASNATE.
NANA CHAIRMAN,
THE MINISTER OF EDUCATION,
THE D-G OF THE GHANA EDUCATION SERVICE,
DISTINGUISHED GUEST SPEAKER,
MEMBERS OF THE BOARD OF GOVERNORS,
HEADMASTER & STAFF,
OLD STUDENTS,
PARENTS & GUARDIANS,
THE MEDIA,
LADIES & GENTLEMEN;
It is my pleasure to be associated with the 40th Anniversary celebration of the founding of Juaben Senior High School. For Juaben Senior High School, unlike human beings about whom it is said life begins at forty, you must have come a long way in shaping the life of young people some of whom must have taken their rightful places in society by now.
I am particularly delighted your anniversary theme looks at the role of stakeholders in the provision of co-education. As you all know, the GETFund since its inception has become an important stakeholder in the provision of funding for especially infrastructural development in public educational institutions. Our function places us in a critical position in the life of many of our second cycle institutions.
On assumption of office of the current Board of Trustees of the Fund, the Secondary and Technical sub-sector of our educational system received close attention. The dire need for classrooms and dormitories to deal with the acute infrastructure challenge as a result of the four-year secondary school programme was the one major area that received prompt attention from the Board of Trustees. Supporting the Ministry of Education, a programme was put in place to provide Emergency Six-Unit classroom blocks and dormitories for the schools.
In this respect, the secondary sub-sector (including Technical & Vocational) received the highest allocation in percentage terms during the 2010 and 2011 fiscal years. In 2010 for instance, the sub-sector was allocated GHC106, 519,000.00 representing 32.61% of the allocations for that year and in 2011 it received GHC119, 257,000.00 representing 31.64% of allocations for the year and for 2012 it received GHC137, 840,000.00 representing 25.27% of allocations for the year. For the period 2009 to 2012 the sub-sector was allocated a total of GHC427, 591,000.00. Out of this allocation the GETFund has complemented the efforts of the MOE by authorizing the award of contracts to build some 672 projects made up of classroom blocks, dormitories, science laboratories, staff accommodation and libraries. These investments have certainly opened up access for a lot more young people to enroll in our secondary schools.
 I am happy to say that we have left our footprints here at Juaben Senior High School by undertaking a number of projects. As a stakeholder, the Board of Trustees has worked to complete a 3-storey boys’ dormitory block, which was started some years back. Further to this, two projects; a dining hall complex, and a 2-storey girls’ dormitory were awarded on contract and are nearing completion. I observed during the inspection tour that the contractors working on the projects are doing good work and would want to commend them and request that they continue to work that hard to finish the projects on time.
Having seen the development taking place here in your school and the part the community, the church, parents and old students have played to bring you this far, I will be remiss not to commend these stakeholders for their support. Certainly, the role they have played speak very strongly to your theme and we can use that to encourage a lot more stakeholders to join hands with them to make the growth and development of Juaben SHS even bigger. Nana Chairman, thank you for your leadership in this.
I have no doubt that your fortieth anniversary celebration, particularly the discussions that will take place around the theme, will generate some useful ideas that we at the Fund can draw some lessons from. I wish to encourage all stakeholders of this great school to pay particular attention to the discussions and resolve to continue to support Juaben Senior High School to etch her name among the schools that are providing purposeful education for the nation’s youth.

May the experiences of the last forty years; the challenges and successes propel you to greater heights in the years to come. Accept very kindly the felicitations of the Board of Trustees and the Management of the GETFund.
Thank you for your kind attention and Happy 40th Anniversary!
